    Breaking Down the FY2027 Budget: More Work is Needed

    WHO:          Citizens Research Council of Michigan; Bob Schneider, senior research associate for state affairs; Eric Lupher, president.

    WHAT:        The legislature has approved, and the Governor has now signed FY2027 budget bills into law, creating a state spending plan for FY2027.

    Research Council analysis suggests that work on the budget is not yet complete. Our analysis suggests GF/GP appropriations in the recently enacted FY2027 budget exceed available revenue resources by around $600 million to $900 million.

    Significant budget decisions are still needed to ensure the state has a truly balanced GF/GP budget for FY2027.

    WHY:          The Michigan Constitution requires the state to enact a balanced budget, but more work is necessary to meet that requirement. Lawmakers and the administration should work to remedy that situation sooner rather than later – both to ensure the public that the state’s fiscal house is in good order and to ensure budget stakeholders, who may be impacted by the necessary corrective action, have certainty as to the status of funds appropriated to them.

    Schneider will briefly outline the paper and take any questions from the media.

She also founded and directed PR Edge, a Lansing-based public relations firm. Maureen also served in several roles in state government, including heading the press and communications offices for the state departments of Treasury, Management and Budget, and History, Arts & Libraries. She also served as a gubernatorial campaign’s deputy campaign manager and spokeswoman. She earned her B.A. in International Relations from the University of Michigan and serves on the Board of Commissioners of LEPFA as vice chair and the Michigan Nature Association Board of Trustees.
