Our new paper (to be released Wednesday, March 20) challenges policymakers and transit leaders to think about public transportation as a public utility rather than a service for the poor and others with mobility challenges. It encourages a revision of the enabling acts to create more of a regional governance structure with influence over planning, zoning, economic development, and related policies. It seeks a funding model less dependent on property taxes, with multiple sources feathered to reflect the services provided.
