Livonia, MI, September 8, 2026 – Article XI – Public Officials and Employment, the 14th of 15 papers in the Citizens Research Council’s constitutional convention series, examines the provisions governing public officials and employment.

Article XI provides for an oath of office for public officers, the start of terms of office, a classified state civil service, a merit system for local government employees, and the impeachment of civil officers.

The primary focus of debate at a constitutional convention on Article XI would likely center on the state civil service, collective bargaining for state employees, and the potential to establish more robust ethics requirements across the board for state officers and employees.

The antiquated provisions in the impeachment section would probably not spark much controversy. However, because the issues are somewhat technical and the power is rarely used, a convention is likely the only way they will be revised.

The Citizens Research Council takes no position on whether to call a constitutional convention.
