(Public Act 72 of 1990, formerly Public Act 101 of 1988), The Michigan Commission on Intergovernmental Relations, in response to a legislative request to evaluate Public Act No. 101 of 1988, the Local Government Fiscal Responsibility Act, asked CRC to analyze the effectiveness of the act. Criticisms of the act focused on several areas: the susceptibility of the process to political influence; the length of time required for the appointment of an emergency financial manager; the extent of the authority of the emergency financial manager; and the bankruptcy provision.
