Two proposed amendments to the Michigan Constitution have been certified for the November ballot, bringing to four the total of constitutional amendments to be considered by the voters in 2002. The length and complexity of constitutional amendments proposed in recent years has concerned some observers and in the interest of stimulating discussion of this issue, CRC is reissuing excerpts from a CRC publication produced in anticipation of the 1961-62 Constitutional Convention.
