This report deals primarily with the organizational structure, personnel, and administrative proactices of the department. Manpower requirements and police procedures were also analysed, and certain recommendations were made in these areas. In the main, however, the report deals with those departmental functions necessary to effective direction, control, and evaluation of the performance of the police force.
