The Problems Caused by Michigan’s Overlapping Property Tax Limitations

A recent Citizens Research Council report retrospectively analyzed the growth of property tax base and tax revenues for a number of cities and townships to examine the affect of the Headlee Amendment revenue limit and taxable value assessment limit.
