As is our custom, the Citizens Research Council will provide an analysis of the Governor’s budget proposal. The highlight of the budget is an attempt to raise new funds to fix the roads. A number of tax and appropriations changes are suggested to facilitate that goal. Additionally, the proposed budget attempts to direct education funding to districts that are educating students with extra needs.
