The Problems Caused by Michigan’s Overlapping Property Tax Limitations

A recent Citizens Research Council report retrospectively analyzed the growth of property tax base and tax revenues for a number of cities and townships to examine the affect of the Headlee Amendment revenue limit and taxable value assessment limit. This webinar will describe how those tax limitations work, explain their impact on the revenue raising capacity of local governments and its consequences, and explore a number of reforms that could make the system more sustainable without diminishing the taxpayer protections created by the limits.
