The need to reform Michigan's Special Assessment Laws

Even though special assessments are meant to apportion the cost of infrastructure improvements among properties that are the primary beneficiaries, Michigan law allows them to be levied across entire units of government and the revenue used to fund core municipal services — public safety. In doing so, local governments are able to skirt constitutional and property tax limitations. This webinar will describe this issue and discuss potential remedies.
