The adoption phase is primarily a legislative branch function. It takes about 5 months from beginning to end. The legislature involves agencies as necessary in the process by holding hearings on budget issues affecting each agency. The final products of this process are the enrolled budget bills, state laws. For the fiscal year there are 17 appropriations bills.
