The Management and Budget Act contains most of the statutory underpinnings of the state budget process. It also includes accounting, capital outlay, purchasing, and general government support services.. The act was developed initially in 1984 as a joint legislative-executive project. The project involved both the House and Senate Fiscal Agencies and the Department of Management and Budget. It was a very cooperative process pulling together all the law connected with the financial administration of state government.
