This is certainly accurate. But, it doesn't even hint at the long hours of analysis, the political blood-letting, the endless pleas for funding from special interest groups, the horse-trading and compromise that finally result in the adoption of a budget for the State of Michigan.

And, the definition, while accurate, tells only what a budget is, not what a budget does.
