Preparation phase is primarily an executive branch function. It takes about 5 months, under current schedules, from beginning to end. It involves all state departments and agencies. The final product is the executive budget reflecting the governor's budget priorities for the coming year. This is the proposed budget that the members of the legislature examine, change and ultimately pass.
