This requirement created an internal balanced budget requirement. Not only can the budget not exceed the overall resources balance must be maintained between the state and local sides of the budget. It creates an interesting anomaly whereby decisions to spend dollars in one part of the budget may create a requirement to spend money in the other part of the budget, even though the latter spending isn't needed. If the state were in perfect balance between required local spending and state spending and additional dollar was needed on the state side of the budget, spending that additional dollar would create a requirement to spend 96 cents on the local side.
