Next we have the expenditure limitation. And it is a simple equation. The expenditure limit is equal to the revenue limit, plus federal aid, plus or minus the net surplus from the prior year plus the budget stabilization fund balance. Federal aid is added because it is not part of the revenue limit. Revenue limit only measures state-raised revenues. In the states history the expenditure limit has not been exceeded.
