As a financial plan it is a comprehensive statement incorporating all the expenditures and revenues that are subject to the appropriation process. State government is a $32 billion dollar enterprise with more than 60,000 employees. As legislators you take on a tremendous responsibility to decide where those resources go and how they are used to benefit the citizens of our state.
