Examined the statutory and judicial history of public sector strike laws (the Hutchinson Act and the Public Employment Relations Act) in Michigan since 1947; methods of enforcement of prohibitions against strikes; and legislative alternative; contains a list of public sector strikes in Michigan between 1965 and 1988.

In September 1988, the Legislature passed and the governor signed four bills into law that place before the voters in the November election two general obligation bond issues. Proposal C, would authorize a $660 million environmental bond issue, and Proposal D, would authorize a $140 million bond issue, are discussed in this publication.

Detroit and Wayne County Intermediate School Districts Ballot Issues,

On November 8, 1988, Detroit voters were asked in three separate ballot questions to renew four extra-voted mills of property tax for school operations, to add another six mills for operations, and to authorize the issuance of up to $160 million of unlimited tax, deficit financing bonds. In addition, the Wayne County Intermediate School District was again requesting approval of a one mill increase to fund special education programs.

Oakland County Vehicle Registration Fee Ballot Issue,

Examined a question on the November, 1988 ballot in Oakland County of whether a $25 registration fee should be collected on vehicles registered in the county. The question was ultimately defeated.

The current district court arrangement in Oakland County creates an inequitable situation because the 52nd District Court (county-funded court) is not a self-supporting enterprise. The county general fund is required to subsidize the operations of the court. As a result, taxpayers in the third-class (locally funded) district courts, in effect, are required to pay for the operation of two district courts. Their local tax dollars are used to finance the operation of the local district court and their county tax dollars are used to finance the operation of the county-funded district court. Taxpayers in the second-class district court, however, only pay for court services once. Their county taxes are used to finance the second-class district court.

PDF File Detroit Ballot Issue: Prohibit Casino Gambling,

This proposed ordinance provides that, if at any time casino gambling is approved by state law, it shall be prohibited within the corporate limits of the City of Detroit, including Belle Isle. A "Yes" vote is for the prohibition and against legalized casino gambling. If approved, the ballot proposal would initiate a city ordinance, but a state law authorizing casino gambling could supersede that ordinance.

Millage questions were on the Wayne County and City of Detroit August 2, 1988, primary ballots asking approval of a new tax to finance county jail facilities and to renew a property tax for the operations of the Detroit Public Library.

This paper will present the results of a survey of Michigan fire departments serving populations of over 7,000, as well as descriptions of various organizational structures used in Michigan to provide fire protection. Examples of regional fire service organizations and of privatization are presented, and case studies of various Michigan fire departments which represent a cross section of organizational structures are presented in an appendix for those who may be interested in learning more about the operations of specific departments.

It is hoped that this description of the variety of service delivery structures used by various Michigan communities will help public officials and citizens to evaluate critically the organization, costs, risks, and benefits of alternative fire protection systems, and to consider the possibilities for making incremental or major changes in fire suppression organizations, with a better understanding of the range of alter-natives available.
