(Wayne County-Abolish Drain Commissioner; Macomb County-Electing a Commission to Draft a Charter)
Among local ballot issues to be decided on November 4, 1986, two have some statewide significance. Both deal with the subject of county home rule. Wayne County government now is in the 4th year of operation under a charter that separates legislative and executive powers into two branches. A Wayne County ballot proposal would further the move toward a unified executive and toward separation of powers in that county. Macomb County is voting on a proposal to create a charter commission to write a home rule charter for the county.

This manual is organized into 9 chapters, each dealing with a specific aspect of evalu-ating education by looking at the outcomes. Chapters 2, 3, and 4 deal with who is re-sponsible for student learning and how to pursue an outcomes approach without get-ting sidetracked. Chapter 5 describes the democratic processes through which citizens hold their schools accountable for educational progress. Chapter 6 suggests that parents and other citizens should insist that their local schools define local edu-cational objectives and provide the public with information about progress toward achieving those objectives. Chapters 7 and 8 provide information about what kinds of measures of student performance are available and how to make use of student test-ing. The final chapter sets forth some characteristics that effective schools are known to possess. Each chapter is followed by exercises to accustom users to the educational outcomes approach.

Part I of this paper provides a brief description of each of the five economic development programs and explains the interaction among the various programs. Two hypothetical business firms located in Central City - Acme Widget Production Company, a manufacturer of widgets, and ABC Widget Sales, a widget retailer, will be used throughout Part I to illustrate the various programs. Part II is an analysis of the tax abatements granted, as of December 31, 1983, by cities and townships with 10,000 or more residents.
