This report deals primarily with the organizational structure, personnel, and administrative proactices of the department. Manpower requirements and police procedures were also analysed, and certain recommendations were made in these areas. In the main, however, the report deals with those departmental functions necessary to effective direction, control, and evaluation of the performance of the police force.

In Baker v. Carr (1962), the United States Supreme Court ruled permissible the hearing by a Federal court of contentions that state legislative malapportionment could be a denial of the rights guaranteed under the equal protection clause of the Fourteenth Amendment to the United States Constitution. This decision provided the basis for the subsequent entertainment by the Supreme Court of the case of Reynolds v. Sims (1964). In this latter case, the Court held that both houses of state legislatures must be elected with equal representation of population as the prime consideration or be at odds with the equal protection clause.

On June 23, 1964, five residents of the City of Grand Rapids brought the case of Brouwer v. Bronkema into the Kent County Circuit Court. Plaintiffs claimed that the apportionment of the Kent County Board of Supervisors was not on the basis of population,* and was, therefore, in violation of their right to the equal protection of the laws under the Fourteenth Amendment.

This paper looks at the present composition of the county boards of supervisors, compares those boards with county boards in other states, considers alternatives to the present system, and evaluates the boards of California, Illinois, Indiana, Minnesota, and Wisconsin.

The taxation of tangible personal property (machinery, equipment, business inventories, furniture, etc.) in Michigan has been a frequent subject of controversy in recent years and current discussions of new depreciation schedules for machinery and equipment indicate the subject is still a lively one. Discussions of the problem of taxing tangible personal property under the ad valorem property tax have revolved around two basic and inter-related issues: 1. How to achieve the "uniform general ad valorem taxation of real and tangible personal property" required by the constitution and laws of the state; and, 2. How to make the tax burden on industry in Michigan competitive with tax burdens in those states with which Michigan is competing for job creating industries. The background of these two issues will clarify the present controversy.

A dinner was held to introduce the 1965-1966 Michigan Legislature to the Citizens Research Council of Michigan. The keynote speaker was Karney A. Brasfield, of Washington, D.C., who discussed the role of the auditor general in the legislative branch. This new constitutional office offered the legislature a mechanism with tremendous potential for improving its oversight of its policy decisions and the effectiveness of their execution by the departments and agencies of the state. For that reason, Mr. Brasfield's comments were considered to be especially timely and pertinent.
